Jenkins
Operation Blue Ridge Thunder investigators met Thomas Jenkins in autumn of 1998. A resident of Blacksburg, VA, Mr. Jenkins used the Internet for the business of trading child pornography. He was a major trader that was motivated by pleasure. He negotiated with undercover officers online to purchase and trade child porn, set up a meeting for a face-to-face deal, then was arrested.
Dr. Evil
Ray Cannupp called himself Dr. Evil on the Internet. He lived alone in Charlotte, NC and at the time was 52-years old. The only significant interpersonal relationship in his life were those of a 65-year old non-sexually interested woman friend and his 75-year old mother. Cannupp constructed, over the Internet, an elaborate relationship with a 13-year old girl in Bedford County, VA with the sole purpose of having sex. His fantasy included the expressed desire to urinate on the girl, have sex with animals as well as practice various S&M techniques and activities.
His ultimate desire was to meet with the girl, take her back to NC and keep her as a sex slave. Included in his elaborate scheme was to leave false evidence at the girl's house that suggested she ran away to California and take her computer so there would be no evidence of him left behind. Cannupp was caught and arrested by undercover officers upon his arrival at the meeting spot. In his pick-up truck, deputies found an axe handle, hunting knife and roll of duct tape. Cannupp said he was 'going fishing'.
The Traveling Chief of Staff
The compulsion of the pedophile is too great to resist. Thomas Rice had a great career as Chief of Staff for the governor of West Virginia, but his predilection for young boys overrode all other considerations. The 13-year old boy he met on the Internet was again from Bedford County, VA. Rice traveled across state lines, rented a motel room and set it up with a pedophile's sexual tools, condoms, KY Jelly, Viagra and baby wipes in anticipation of hours of sexually deviant activity. He drove the seven minute route from hotel room to the meeting place in three minutes only to find that instead of a 13-year old boy he had built a relationship with via the Internet and over the telephone, he was met by undercover officers.
