A jail employee, according to Sandy Hart, said the man was “crazy,” adding there was no other place for people like him to go.

Hart, chair of the Lake County Board, said she experienced the incident while touring the jail.

She added she knows a woman whose son suffers from bipolar disorder and has had to bail him out of jail more than once.
