Challenge 4: Status Offenders

Juveniles taken into custody for status offenses (e.g., runaway, curfew violation) may not be securely detained. Secure detention of a status offender constitutes a DSO violation.

Strategies

  • Use designated non-secure holding areas.
  • Transfer to an appropriate juvenile shelter or service provider.
  • Train booking staff to properly classify status offenses.
  • Develop clear intake screening protocols.
