Challenge 2: Non-Secure Management of Juveniles in Custody

Non-secure areas may be used to hold juveniles awaiting release, transfer, or court appearance. These areas may not contain construction fixtures designed to physically restrict egress. However, certain monitoring mechanisms may be used if they do not convert the space into a secure area under 28 C.F.R. § 31.304.

Strategies

• Identify and designate specific non-secure holding areas in policy.
• Use lobbies, conference rooms, or soft (unlockable) interview rooms where appropriate.
• Install delayed egress mechanisms (not to exceed 30 seconds) that comply with fire safety regulations.
• Use door alarms or monitoring systems that do not physically restrict movement.
• Ensure staff supervision is continuous and documented.

Coordinate with the compliance monitor to confirm area classification.
