When the coronavirus pandemic was in its infancy, NCCHC and NSA both recognized the tremendous challenge it would pose for law enforcement and correctional institutions. We knew that sheriffs needed access to real-time information to keep their staff as well as their facilities safe. This seminar consists of a panel who will provide you with lessons learned and valuable information aimed at preparing your agency for the challenges ahead.

Seminar: Dynamic of Interposition: Duty to Intervene
It is well recognized in the law enforcement profession that a senior officer has a duty to intervene when a subordinate officer becomes abusive towards a citizen or suspect. But what if the offending officer outranks the subordinate officer? Does the junior officer have a duty to intervene to protect the citizen? The answer is a resounding “yes!” The justification for doing so is found in a long-standing legal principle called the Interposition of the Lesser Magistrate. America was actually founded on this historic doctrine and it is pervasive in our legal framework to this day. This seminar will explore the rationale behind the doctrine and how to exercise it in the midst of a crisis. The participants of the session will also be given access to the 4-hour, e-learning version of the seminar through the National Command & Staff College at no cost.

The seminar will provide a brief history and understanding of human rights principles and how they are reflected in our domestic constitution; provide an understanding of the interdependencies within the criminal justice system as a singular process; and, highlight the basic elements to effectively and appropriately redress rights violations.

Seminar: Leading an Organization Through Bail Reform, COVID and Social Unrest
How does a law enforcement organization adapt to changing social circumstances through strategic leadership? Suffolk County Sheriff Errol D. Toulon, Jr. provides a roadmap for successfully responding to rapidly emerging issues based on his team’s experience during a year that began with the enactment of New York’s bail reform law, followed by the COVID-19 crisis, and wide-ranging social unrest. The seminar covers topics such as accounting for an organization’s strengths and weaknesses to respond proactively during emergent situations, incorporating insights from community partners to build meaningful relationships with key constituencies, and the keys to training and developing adaptable and accountable first-line supervisors.
