Teen Driver Licensing

  • This calculator uses research to show how changes to state provisions might affect collision claims and fatal crash rates among young drivers. For every state and D.C., the Institute has estimated the effects of strengthening or weakening five key graduated driver licensing provisions: permit age, practice driving hours, license age and night driving and passenger restrictions.
  • Graduated Driver Licensing (GDL) programs allow young drivers to safely gain driving experience before obtaining full driving privileges. Most programs include three stages for teen and novice drivers.
  • During the 1990s, many states began enacting GDL laws for teen and novice drivers. The programs and types of restrictions vary from state to state.
