The Reality of Border Security

The purpose of this presentation would be to provide a rational and fact-based review of security on our southern border from a public safety and public policy standpoint.  The presentation will include photos of the actual border and examples of human and drug trafficking.  This should be both educational and informative for those sheriffs who have not visited the border.  There will be ample time for Q&A.  Finally, this should enlighten sheriffs with respect to how conditions on the border have public safety impacts in their respective counties.

Human Trafficking in Corrections

Recognizing sex trafficking in a Corrections setting. Victim and perpetrator indicators. Suggested systems for training and preventing sex trafficking in/from jails. Understanding how traffickers use jails and prisons to recruit women and girls. The Montgomery Facetime Standoff

The Montgomery FaceTime Standoff is a presentation which stems from an incident that occurred in South Euclid, Ohio on August 1st 2017. On that date, on an ex-professional athlete/Domestic Violence suspect declared an intent to commit the homicides of his children, his wife, and Law Enforcement Officers at a daycare in the city. The entire incident was recorded via WOLFCOM Body Worn camera and includes on camera interviews with the responding officers, EDGE SWAT Team Leader Sgt. Mike O’Connor, and media coverage from ABC Cleveland Channel 5. In addition to allowing those in attendance to experience the troubling call via “real-time” it demonstrates firsthand the importance of regular training within an agency, as well as nearby jurisdictions. The focal point of the presentation however, is to demonstrate to the audience how FaceTime can be utilized as an investigative tool in a troubling incident.

The Gilchrist County Ambush: The Killing of Two County Deputies and the Psychological Aftermath

On April 19, 2018, two deputies with the Gilchrist County Sheriff’s Office were ambushed and executed by a loner and recluse.  The impact on the agency, neighboring agencies, and the community is still being felt today.  Dr. McDougall, on scene immediately after the ambush, will take the audience through the details of the shooting, the response of the agency, and the psychological impact of the incident upon the surviving agency personnel. Dr. McDougall will utilize his vast experience with officer-involved shootings, line-of-duty deaths, and other trauma to provide suggested guidelines and procedures for agencies to address their preparation and reaction to these incidents.  Strategies to prevent or reduce the long-term effects of critical incidents will be discussed, along with related issues such vicarious trauma and post-traumatic stress.

Panel discussion of the evolution in state and local response to incidents and violations of UAS-drone flights, laser illuminations, and other aviation emergencies.  This includes the relationship between the FAA and responding agencies. Content includes: The Problem: 3,000 reported drone incursions in airport-controlled airspace, 6,700 reported laser illuminations of pilots, drones grounding firefighting and rescue flights, and the growing numbers of citizens complaints. UAS-drones over jails, prisons, and correctional facilities. National and international response:  FAA, DHS, and other initiatives, including a Congressional mandate for the reporting of all federal, state, and local incidents and violations. INTERPOL publication of Framework for Responding to a Drone Incident for 194 countries. Seminar - Defense Support of Civilian Law Enforcement Agencies Following Cataclysmic Events

While the country has made remarkable strides in preparing for and responding to major disasters--from hurricanes and floods to wildfires, tornadoes and more--there is another tier of destruction that we have been spared, witnessed in other parts of the globe. Earthquakes, tsunamis and pandemics all threaten a degree of damage and disruption whose enormity, immediacy and enduring impact will dwarf the effects of anything we have witnessed in the last half century. Were such cataclysmic events to occur in our country, whether by nature or at the hand of our enemies, the military would be called upon to supplement any number of functions normally borne by state, local, territorial or tribal governments. But before recovery can begin, security must be restored and maintained. No function of government, therefore, will be more important, or more compelling to reinforce, than law enforcement. How that support will be realized will be contingent upon how we prepare and, in particular, how we plan.
