This training is for state, local and tribal law enforcement executives and command leadership (not Sheriffs) seeking to get their certification in Homeland Security who are either alumni of, or anticipate attending the two week Department of Homeland Security Leadership Academy (DHSLA), conducted in partnership with the Department of Homeland Security, Federal Law Enforcement Training Centers (FLETC), in Glynco, Georgia. HSLA tuition and travel is fully funded by FLETC and attendees are selected via collaboration between FLETC and NSA.

Seminar - The Gilchrist County Ambush: The Killing of Two County Deputies and the Psychological Aftermath

On April 19, 2018, two deputies with the Gilchrist County Sheriff’s Office were ambushed and executed by a loner and recluse.  The impact on the agency, neighboring agencies, and the community is still being felt today.  Dr. McDougall, on scene immediately after the ambush, will take the audience through the details of the shooting, the response of the agency, and the psychological impact of the incident upon the surviving agency personnel. Dr. McDougall will utilize his vast experience with officer-involved shootings, line-of-duty deaths, and other trauma to provide suggested guidelines and procedures for agencies to address their preparation and reaction to these incidents.  Strategies to prevent or reduce the long-term effects of critical incidents will be discussed, along with related issues such vicarious trauma and post-traumatic stress.

Panel discussion of the evolution in state and local response to incidents and violations of UAS-drone flights, laser illuminations, and other aviation emergencies.  This includes the relationship between the FAA and responding agencies. Content includes: The Problem: 3,000 reported drone incursions in airport-controlled airspace, 6,700 reported laser illuminations of pilots, drones grounding firefighting and rescue flights, and the growing numbers of citizens complaints. UAS-drones over jails, prisons, and correctional facilities. National and international response:  FAA, DHS, and other initiatives, including a Congressional mandate for the reporting of all federal, state, and local incidents and violations. INTERPOL publication of Framework for Responding to a Drone Incident for 194 countries.
