Seminar – The Reality of Border Security

The purpose of this presentation would be to provide a rational and fact-based review of security on our southern border from a public safety and public policy standpoint.  The presentation will include photos of the actual border and examples of human and drug trafficking.  This should be both educational and informative for those sheriffs who have not visited the border.  There will be ample time for Q&A.  Finally, this should enlighten sheriffs with respect to how conditions on the border have public safety impacts in their respective counties.

Seminar – The Montgomery Facetime Standoff

The Montgomery FaceTime Standoff is a presentation which stems from an incident that occurred in South Euclid, Ohio on August 1st 2017. On that date, on an ex-professional athlete/Domestic Violence suspect declared an intent to commit the homicides of his children, his wife, and Law Enforcement Officers at a daycare in the city. The entire incident was recorded via WOLFCOM Body Worn camera and includes on camera interviews with the responding officers, EDGE SWAT Team Leader Sgt. Mike O’Connor, and media coverage from ABC Cleveland Channel 5. In addition to allowing those in attendance to experience the troubling call via “real-time” it demonstrates firsthand the importance of regular training within an agency, as well as nearby jurisdictions. The focal point of the presentation however, is to demonstrate to the audience how FaceTime can be utilized as an investigative tool in a troubling incident.

Seminar- The Gilchrist County Ambush: The Killing of Two County Deputies and the Psychological Aftermath

On April 19, 2018, two deputies with the Gilchrist County Sheriff’s Office were ambushed and executed by a loner and recluse.  The impact on the agency, neighboring agencies, and the community is still being felt today.  Dr. McDougall, on scene immediately after the ambush, will take the audience through the details of the shooting, the response of the agency, and the psychological impact of the incident upon the surviving agency personnel. Dr. McDougall will utilize his vast experience with officer-involved shootings, line-of-duty deaths, and other trauma to provide suggested guidelines and procedures for agencies to address their preparation and reaction to these incidents.  Strategies to prevent or reduce the long-term effects of critical incidents will be discussed, along with related issues such vicarious trauma and post-traumatic stress.

Seminar – The Belmar Bomber

The Belmar Bomber is a case study assembled to debrief a standoff with a barricaded bombing subject in Cleveland Heights Ohio, on January 25th, 2018. Shortly after being informed of his upcoming eviction, Szilard Takacs, a troubled ex-chemical engineer, gathered bomb making supplies, and barricaded himself inside his home. After doing so, he contacted the Cleveland Heights Police Department, daring officers  to respond to the residence, where he would proceed to “fight them to the death to protect his home.”  While inside, the subject worked diligently to assemble the bomb for detonation in the highly populated Cleveland Heights Coventry Village Neighborhood. In his manifest, the subject taunted EDGE SWAT Operators to enter the residence, where they would meet their demise.

The PowerPoint presentation contains hundreds of slides, including excerpts of the subjects original threat(s) to Law Enforcement, photos of the device he assembled, and a videos extracted from Body Camera. It offers tremendous insight into the Standoff, and allows those in attendance to dissect the incident as it unfolds. The Belmar Bomber Case Study reveals the numerous challenges faced by EDGE Negotiators, uniformed police officers, and first responders, from over 12 separate Cleveland area agencies.
